Joe Carter is a visionary and results-driven executive with over 25 years of senior leadership experience in the risk management, captive, commercial and personal lines insurance industries. He enables transformational growth, operational excellence, while maintaining a steadfast commitment to profitability and captive owner satisfaction. He works with leadership teams and boards on at higher education and independent school campuses, as well as captive and commercial insurance companies. These matters might involve strategic risks, vendor planning and management, coverage selection, regulatory compliance, and more.
Most recently, Joe retired from the executive team of one of the nation’s largest and most successful risk retention groups owned by and serving nearly 1,600 educational institutions. While there, he led core teams responsible for business development, constituent experience, brand marketing, and member communications. He is a trusted voice in education risk management, presenting to senior education leaders, governance organizations, and insurance industry executives on a number of occasions. He was quoted in major publications on education risk topics, as well as insurance coverage matters. And he contributed to the 2022 volume, The Business of Independent Schools - A Leader's Guide, authoring the chapter providing strategic guidance to school leaders on designing and implementing enterprise risk management programs.
During his career, Joe twice gave critical testimony on the benefits of self-controlled coverage and sustainability before the U.S. House of Representatives on behalf of schools, colleges, and insurers.
An enthusiastic brand ambassador and cultural leader, Joe is known for building high-performance teams, mentoring rising talent, and guiding organizations through strategic partnerships and complex challenges with agility and foresight. He is also a polished governance professional bringing impact to a number of organizations through board service.
He is a current member of the Board of Directors for the Vermont Captive Insurance Association, the world's largest captive insurance association. He is also a director for the National Business Officers Association Advisory Services.
Joe holds a B.S. in Financial Management from Old Dominion University and has completed executive education on Insurance Executive Leadership at the University of Virginia’s Darden School of Business and Managing Strategic Alliances at Northwestern University’s Kellogg School of Management.
