Joe Carter
Joe is a seasoned executive and trusted advisor with more than 25 years of senior leadership experience across commercial and personal lines insurance. He recently retired from one of the nation's largest and most successful risk retention groups, where he helped guide strategy, governance, and growth for nearly 1,600 schools, colleges, universities, and education-centered institutions. As a key member of the executive team and advisor to the CEO and Board, he played a central role in navigating a complex liability environment while strengthening the organization's market position and membership value.
During his tenure, Joe served as President and CEO of the organization's wholly owned subsidiary and was later appointed Interim President and CEO of the parent company during the CEO's sabbatical--demonstrating his steady leadership, operational command, and board-level trust. A respected industry and media relations voice, he has twice testified before the U.S. House of Representatives on behalf of the property & casualty and captive insurance sectors.
Joe's career is defined by transformational growth, operational discipline, and a commitment to sustainable profitability and exceptional customer experience. He is known for building high-performance cultures, developing leaders, and forging strategic partnerships that expand organizational capability. Prior to his most recent role, he held leadership positions at three Fortune 100 companies, where he strengthened brand reputation, operational resilience, and enterprise-level performance.
He brings extensive governance experience, having served on boards supporting higher education, independent school business leaders, and he currently serves on the board of the world's largest membership association for captive insurance companies.
